Code in ruin (Help)

So I found this code in a ruin:

After a couple hours of research and trying various cipher schemes I can only say one thing. I've got nothing. Nada. Nunca.
So what i was wondering was if someone would be willing to toss me a bone and give me a hint, since all i seem to be doing is spinning my wheels.

Not everything seen in ruins is necessarily true or meaningful.  Remember every prospector on Mars may have traveled through there at some point.  no telling what kind of graffiti they may have added.

Then again, maybe it is something significant.  Some kind of code similar to the code messages, perhaps?
