Similar, in it's time characteristic, to my last suggestion, it might make things more interesting if prospectors are rewarded for holding a settlement for a certain, uninterrupted period of time.

For example, if a settlement is held for 6 months, the attack outcome changes from 50/50 to 60/40 in favor of the governor. In the same manner, a settlement governed for an entire year by the one prospector might change to 75/25 in favor of the governor. This might encourage more activity in the less settlement-populated areas of the map.

What do we think? Any alternative suggestions for a reward, if any?
Or, I might ask, is there already a reward that I am not aware of?

There is not currently a reward for holding a settlement for a long time, mainly because once you hit 30/30 it isn't hard to hold onto one, particularly in the outer sectors, for a long long time.  I wouldn't want to do something like this without a complete release of all settlements, and i don't know how popular an option that would be.

It has become relatively common to find settlements in the outer rim that have been held since mid 2009. I try to use settlement takeover cards for the oldest ones.
