Unless they have a lot of settlements a single member of an Alliance doesn't really contribute much just because of the way the game is set up so there would be no incentive to bribe someone to have them join.

In order for it to be a bribe you have to offer something that the other person either doesn't already have, or actually wants.  In this case, Marvin is neither of those things.
