I think most agree that their needs to be more incentives to become subs,

If you are a sub you get a higher percentage mineral payout.

Not neccessarily to increase it as it is now but maybe lower it for non subs.

What is that saying, Why buy the cow if the milk is free?
When I first started playing this game, almost everyone who was a regular player, had a sub.
being a newbie was difficult, but it encouraged new players use their daily moves, be smart in how they used them, to join an Alliance, and get yourself a Sub to help you in your Quest to Max out your stats.
This game is Fun and it is still Free to Play!
